HONG KONG, Dec 8, 2009 - (ACN Newswire) - UC RUSAL, the world's largest aluminium producer, is pleased to announce the appointment of Ms Elsie Leung Oi-Sie, GBM, JP and Mr Barry Cheung Chun-Yuen, JP as independent non-executive directors to its Board of Directors.
Ms Elsie Leung Oi-Sie, GBM, JP, was formerly Secretary for Justice and a member of the Executive Council of the Hong Kong Special Administrative Region (HKSAR) Government. She has been the Deputy Director of the Basic Law Committee of The HKSAR of the Standing Committee of the National People's Congress of The People's Republic of China since 2006.
Mr Barry Cheung Chun-Yuen, JP, is the Chairman of Hong Kong Mercantile Exchange, Chairman of the Board of Hong Kong's Urban Renewal Authority, Chairman of the Standing Committee on Disciplined Services Salaries and Conditions of Service, an Alternate Chairman of the Pay Trend Survey Committee, a member of the Commission on Strategic Development and a member of the Standing Commission on Civil Service Salaries and Conditions of Service.
The appointment of Ms Elsie Leung and Mr Barry Cheung will broaden the professional experience of the Board as well as further enhance the company's corporate governance. Over the years RUSAL has taken major steps to create an effective corporate governance system in line with international best practice. The company has seven committees under the Board of Directors. In 2005, RUSAL adopted a Code of Ethics establishing standards of ethical behaviour to govern relations within the company and with customers, business associates, suppliers, state authorities, the community and competitors. It also serves as a tool to develop a corporate culture based on the highest ethical standards.

Ms Elsie Leung Oi-Sie, GBM, JP
Ms Elsie Leung Oi-Sie, GBM, JP, has substantial legal experience and profound knowledge of Asian market practices. She was formerly Secretary for Justice and a member of the Executive Council of the Hong Kong Special Administrative Region (HKSAR) Government. She received the Grand Bauhinia Medal from the HKSAR Government in 2002.
Ms Leung qualified as a solicitor and started practice in 1968. She obtained her LLM degree from the University of Hong Kong in 1988. Prior to taking up office as Secretary for Justice in July 1997, she was a solicitor in private practice and had served on various government boards and committees, including the Social Welfare Advisory Committee, Independent Police Complaints Council and Inland Revenue Appeal Board. She was appointed a Hong Kong Delegate to the 8th National People's Congress between 1993 and 1997.
Before Hong Kong rejoined the mainland, Ms Leung was involved in preparatory work for the establishment of the HKSAR and provided legal advice to designated Chief Executive. She was Secretary for Justice of the HKSAR Government between 1997 and 2005, and is Deputy Director of the Basic Law Committee of The HKSAR of the Standing Committee of the National People's Congress of The People's Republic of China since 2006.
Mr Barry Cheung Chun-Yuen, JP
Mr Barry Cheung Chun-Yuen, JP, is Chairman of Hong Kong Mercantile Exchange. He is currently Chairman of the Board of Hong Kong's Urban Renewal Authority, Chairman of the Standing Committee on Disciplined Services Salaries and Conditions of Service, an Alternate Chairman of the Pay Trend Survey Committee, a member of the Commission on Strategic Development and a member of the Standing Commission on Civil Service Salaries and Conditions of Service. He was also a former Chairman of the Corruption Prevention Advisory Committee of Hong Kong's Independent Commission Against Corruption.
From 1993 to 1994, Mr Cheung was a full-time member of the Hong Kong Government's Central Policy Unit on secondment from McKinsey & Company. He was with McKinsey & Company in Los Angeles and Hong Kong from 1987 to 1994, advising major financial institutions in the United States and Asia.
Mr Cheung received a Bachelor of Science degree with First Class Honours in Mathematics and Computer Science from the University of Sussex and an MBA from the Harvard Business School.
