SINGAPORE, Dec 5, 2011 - (ACN Newswire) - Singapore Exchange ("SGX") is pleased to appoint Mr Richard Teng as Deputy Chief Regulatory Officer effective 1 January 2012; and welcome Ms Sonia Zhang as Head of Risk Management effective 5 December 2011.
In his new role as Deputy Chief Regulatory Officer, Mr Teng will support Ms Yeo Lian Sim, Chief Regulatory Officer, in maintaining a robust regulatory framework to uphold the quality and integrity of the marketplace.
Mr Teng was appointed as Head of Regulation in July 2011 to oversee Issuer Regulation, Catalist Regulation, Member Supervision, Market Surveillance and Enforcement functions under the Risk Management and Regulation (RMR) unit. He joined SGX in 2007 as Head of Issuer Regulation and Chief of Staff for the RMR team.
Prior to joining us, Mr Teng was the Director of the Corporate Finance Division at MAS and responsible for the formulation and administration of the Securities and Futures Act (SFA) in relation to the offering of securities, business trusts, REITs and collective investment schemes. He concurrently held the appointment of Secretary to the Securities Industry Council.

In leading the Risk Management team, Ms Zhang will be responsible for establishing risk policies enterprise-wide and management of clearing houses' risk exposures. The Risk Management unit will work closely with the Clearing Risk unit which is responsible for the formulation and implementation of risk frameworks for new products and services. Both units report to Ms Yeo.
Ms Zhang joins SGX from OCBC Bank where she headed Market Risk Control & Analysis within the Group Risk Management Unit in overseeing the market risk identification, measurements and control for the Bank's trading activities. In her career, Ms Zhang has been closely involved in various aspects of risk management in banks and other financial institutions. She brings with her global experience in market risk assessment and enterprise operational risk frameworks for corporations including TD Securities and BMO Financial Group.
Ms Zhang was also an Assistant Professor in the University of Toronto and research faculty in the California Institute of Technology, USA. She holds a PhD in Physics from the University of Liverpool and a Bachelor of Science degree from Jilin University of China.
